EMS Economic Management Ltd, a consulting firm was established in June 1991. The company’s chairman, Mr. Costas Apostolides, Economist (BA Economics and Politics at Lancaster University, MA Development of Economics at Boston University, and Postgraduate Diploma at Harvard University), has extensive experience on issues of International Economics.

EMS Economic Management Ltd., provides the following services.

CONSULTING TO COMPANIES ON EU ISSUES 
Since 2003, the company has acquired extensive experience in issues of the EU such as harmonization with the acquis through various projects and also through the activity of Highway Communications in organizing seminars on EU Regulations where EMS was the primary researcher. The company has since then consulted numerous firms and organizations on the ways to harmonise with the acquis.

CONSULTING FOR EU FUNDING PROGRAMMES AND STATE SUBSIDIES
Since 2003, the company has acquired extensive experience, in the field of state subsidies and EU Funding Programmes. EMS Economic Management Ltd., has consulted clients on state subsidies (e.g. for Chomatenos slaughter house) and has experience on EU Programmes as the ones listed above. In addition, the company cooperates closely with Aristodemou & Howells Consulting Ltd., a company which specializes in the preparation and management of EU projects.

INVOLVEMENT IN PROJECTS SUBMITTED FOR EUROPEAN PROGRAMMES
EMS Economic Management has also been involved in projects submitted for European Programmes, such as the Leonardo da Vinci programme. Moreover, extensive involvement in, an environmental development project “Laona Project” for the whole area of Paphos’ Valleys.

PREPARATION OF FEASIBILITY STUDIES 
A strong point for EMS Economic management has been the preparation of feasibility studies, rural, regional and agricultural sector development programmes. The chairman, Costas Apostolides, has served as a United Nations expert (FAO) in a number of countries including Croatia, Palestine, Lebanon, Iraq, Thailand, and Burma, mainly upon rural development and agricultural programmes.


STRATEGIC PLANNING, COMMERCIAL IMPACT AND IMPACTS ON THE CYPRUS ECONOMY CONSULTING
In addition, EMS Economic Management has developed an effective methodology for commercial impact analysis, a requirement for town planning permission for large enterprises in the retail sector.

Moreover, the impacts of Cyprus’ entry in the European Union has been extensively studied and researched via various projects, such as “Support Measures for Small and Medium Enterprises in respect to the Cyprus’ entry to the European Union”, published for the Ministry of Commerce and Industry.

DEVELOPMENT OF NETWORKS
EMS Economic Management Ltd., through its activities has developed networks within Cyprus and abroad. The company maintains good relations with the University of Cyprus, the Cyprus College and Intercollege, and the University of the West of England which is represented in Cyprus by EMS Economic Management Ltd.

There is also a strong link with the British Council and the British High Commission in Cyprus, for whom the following seminars and conferences have been organized:

- September 2001 “Privatization and Liberalization in the EU: the UK Experience”
- January 2002 “Public Private Partnerships”
- March 2002 Videoconferencing linking Nicosia and Oxford

Cooperation with the British Council and British High Commission still exists through the division Highway Communications.

PUBLICATION OF ARTICLES
Since its establishment, EMS Economic Management Ltd., has concentrated on publication of articles on subjects primarily relating to economic and social affairs. At present EMS Economic Management publishes regular articles in the financial supplement of the Cyprus Weekly and in the bi-monthly Hermes International Magazine. It has cooperated also, on a long-term basis with the Cyprus Mail, and the Greek language high circulation Simerini newspaper. In the past, it has produced the Cyprus report of the Economist Intelligence Unit, and published articles on Cyprus in the Wall Street Journal and other publications.

PUBLIC RELATIONS CONSULTING 
In July 2002 a new division was established, under the registered name of Highway Communications, which specializes in communication, promotion and Public Relations. Ms. Natasha Apostolidou, communication specialist, manages this division. EMS Economic Management Ltd., maintains good relations with the Cyprus press, television and radio media. Highway Communications re-enforces these good relations and enhances the connections of the company.
